What Is a Working Party?

A Working Party is a small, task-focused group established by the Town Council to explore a specific issue, develop a project, or support delivery of a defined priority. Working Parties are advisory in nature and do not make formal decisions.

They are used to research topics in detail, consider options, engage with stakeholders where appropriate, and develop recommendations for consideration by the relevant committee or Full Council.

Each Working Party operates under agreed Terms of Reference, which set out its purpose, scope, membership, and duration. Once its objectives have been met, the Working Party is normally concluded. All decisions remain the responsibility of the Town Council and are taken in accordance with the Council’s Standing Orders.

Why Working Parties Are Important

Working Parties play a vital role in supporting effective, informed, and responsive local governance. They allow the Council to focus time and expertise on particular areas of work without overburdening formal meetings.

Through Working Parties, the Council is able to:

What Working Parties Can I Join?

If you are interested in joining a working party please email enquiries@thatchamtowncouncil.gov.uk to be sent the upcoming meeting dates. Each working party holds 4 meetings per year, approximately 90mins per meeting.

  • Heritage Working Party
    Focuses on protecting, celebrating, and promoting Thatcham’s heritage. The group explores heritage projects, interpretation, and funding opportunities, and works with local history groups and relevant authorities.
  • Community Engagement Working Party
    Supports meaningful engagement between the Council and residents. Its work includes consultation approaches, communications, partnerships with community organisations, and initiatives that encourage participation and representation across the town.
  • Environmental Working Party
    Leads work on environmental sustainability and climate-related priorities. This includes biodiversity, green spaces, waste reduction, energy efficiency, and projects that support a cleaner, healthier local environment.
  • Events Working Party
    Oversees the planning and delivery of Council-supported events. This includes developing event programmes, working with partners and volunteers, managing logistics and risk, and ensuring events are inclusive, well-organised, and aligned with community priorities.
